In August 1982, he served as a researcher at the Institute of Agricultural Economics, Chinese Academy of Social Sciences.

In July 1985, he served as assistant researcher, director of the research office, associate researcher and deputy director of the Development Research Institute of the Rural Development Research Center of the State Council.

In October 1990, he served as deputy director of the Rural Economic Research Center of the Ministry of Agriculture of the People's Republic of China and director and researcher of the Rural Reform Pilot Zone Office of the Ministry of Agriculture.

In May 1997, he served as Director of the Department of Policy, Structural Reform and Regulations and Director of the Department of Industrial Policy and Regulations of the Ministry of Agriculture of the People's Republic of China.

In November 2001, he served as Director-General of the Rural Economic Department of the National Development and Reform Commission of the People's Republic of China.

In August 2005, he served as a member of the Party Leadership Group and Deputy Director of the National Development and Reform Commission of the People's Republic of China.

In November 2013, he served as a member of the Party Leadership Group, Deputy Director, and Counselor of the State Council of the National Development and Reform Commission of the People's Republic of China.
