Housing Reform Offices of district and county governments, price bureaus and real estate bureaus, housing reform offices of various commissions, offices and bureaus, housing reform offices of head offices and housing reform offices of central departments and units in Beijing:
Approved by the municipal government, The cost of selling public residential buildings in 1999 and relevant policies are hereby notified as follows:
1. Starting from January 1, 1999, the standard price for selling public residential buildings will be cancelled, and the cost price will be
. The cost price of new buildings near the city (Dongcheng, Xicheng, Chongwen, Xuanwu, Chaoyang, Haidian, Fengtai and Shijingshan) will be 1,485 yuan per square meter. The cost price of new buildings in suburban counties shall be determined by the district and county housing reform office in conjunction with the relevant departments of the districts and counties in accordance with the regulations and reported to the municipal housing reform office for approval before implementation.
the formula for calculating the house price, the payment method, and the methods for calculating the new discount, seniority discount, adjustment factors, decoration equipment price and advance payment discount for selling public residential buildings at the cost price shall be implemented according to the provisions of document No.54 (94) of Beijing Housing Reform Office. Among them, the upper limit of the standard price in the housing price calculation formula is 94% of the cost price, and the discount rate of seniority in the burden price is .9%; The current housing discount rate is lowered to 1%; The monthly discount rate for advance payment is 3.15%; The closed balcony is calculated at 7% of the cost price, and the unsealed balcony is calculated at 5% of the cost price; The price calculation of duplex residence shall be carried out according to the provisions of Document No.179th of Beijing Housing Reform Office (98).
II. Other relevant policies
1. For those who are internally transferred in Tibet to purchase houses, according to the provisions of document No.78 of Beijing Group Communication [1997], the purchaser will increase the purchase discount with the certificate issued by the Organization Department of the Municipal Party Committee, with a discount of 5% for one spouse who is internally transferred and 1% for both spouses who are internally transferred.
2. If a teacher buys a house, the purchase discount will be increased according to the provisions of documents (96) Beijing Housing Reform Office Zi No.75 and (97) Beijing Housing Reform Office Zi No.57, with a discount of 5% for the husband and wife who are teachers and 1% for the husband and wife who are teachers.
3. After the public housing sold by each property unit is calculated according to the prescribed pricing formula, the actual selling price (excluding the discount of advance payment) is less than 211 yuan per square meter of building (balcony), which is calculated as 211 yuan. 4. The payment standard of public maintenance fund is adjusted to 52 yuan per square meter of building, and the payment method is still implemented according to the provisions of document No.54 (94) Beijing Housing Reform Office.
3. Matters not covered in this notice shall still be implemented in accordance with the Administrative Measures of Beijing Municipality on Employees Purchasing Public Residential Buildings (No.35 [1992] of Beijing Municipality) and other relevant documents.
4. No department or unit is allowed to increase fees in the process of selling public residential buildings.
5. For units that have been approved by the higher authorities before the end of December 1998 to sell their houses at the 1997 price, the filing time shall end at the end of March 1999.
VI. The implementation time of the selling price and discount policy stipulated in this notice shall end at the end of December 1999, and the time for the housing reform department to approve the selling plan of each unit shall end at the end of November 1999.
