2. Conditions and application filings that incubation companies should meet

Incubation companies refer to various business units that have been approved to enter the entrepreneurial incubation base, including enterprises, professional cooperative organizations, and individuals. Industrial and commercial households should generally meet the following conditions:

(1) The industrial and commercial registration place is within the jurisdiction of Guigang City;

(2) The establishment time does not exceed 24 months, and the property rights are clear , operates independently and is responsible for its own profits and losses;

(3) The founders of the incubated enterprises are college graduates in the year of graduation and within 5 years of graduation (including 5 years), registered urban unemployed persons, and veterans who have not been included in the national resettlement Soldiers and migrant workers who meet certain conditions.

Migrant workers refer to rural migrant workers who have Guangxi registered residence, are within the legal working age, hold a residence permit for urban residents, or have more than half a year of migrant work experience in cities.

(4) Small and micro enterprises with annual operating income of less than 1 million yuan entering the entrepreneurial incubation base. The identification standards for small and micro enterprises shall be implemented in accordance with the relevant provisions of the "Notice on Issuing the Standards for Classification of Small and Medium-sized Enterprises" (Ministry of Industry and Information Technology [2011] No. 300).

(5) The incubation base is responsible for publicly soliciting applications from the public, reviewing and determining the incubation companies to settle in the base in accordance with the above conditions. After confirming the incubation companies to settle in the base, the "Guigang Entrepreneurship Incubation Base Enterprises Settlement Application Review Form" and relevant materials to the local social affairs department for filing.

3. Support policies for enterprises settled in entrepreneurial incubation bases

Incubated enterprises that meet the conditions and have been registered with the human resources and social security department and settled in the incubation base can enjoy the following policies and subsidies:

(1) Site and water and electricity subsidies. Incubated enterprises that settle in the incubation base and sign a site rental contract with the base can apply for site and water and electricity subsidies on a quarterly basis. The maximum subsidy standard shall not exceed 1,300 yuan/household/month (total of the two items), and the subsidy period can be up to 24 months. If the actual monthly expenses for space, water and electricity expenses of an incubated enterprise are less than 1,300 yuan, subsidies will be provided based on the actual amount of expenses.

(2) One-time entrepreneurial subsidy. If an incubated enterprise settles in the entrepreneurial incubation base and has operated normally for one year and has paid social insurance premiums in full in accordance with the law, a one-time subsidy of 2,000 yuan per household will be given.

(3) Provide one-time subsidies to groups with employment difficulties. If an incubated enterprise recruits registered unemployed persons and signs a labor contract for more than one year, and pays social insurance premiums in full in accordance with the law, after one year of fulfilling the contract, a one-time subsidy of 1,500 yuan per person will be given, including employment assistance recipients (referring to economic For persons with employment difficulties identified by the human resources and social security department), a one-time subsidy of 2,000 yuan per person will be provided, and corresponding social insurance subsidies will be provided to the incubated enterprises within the corresponding period according to regulations. The subsidy shall be in accordance with the provisions of Guicaishe [2014] No. 1 document implement.

(4) Self-employed entrepreneurs and labor-intensive small businesses that meet the requirements and settle in the incubation base can apply for small guaranteed loans. The specific loan amount and interest discount method shall be implemented in accordance with current policies.

(5) For each company that settles in the entrepreneurial incubation base and recruits a new employee and signs a labor contract of more than one year with them, the basic pension insurance premium actually paid by the company for the newly-employed employee will be Social insurance subsidies will be provided for basic medical insurance premiums and unemployment insurance premiums. A one-year fiscal discount will be provided based on the loan amount and the loan benchmark interest rate announced by the People's Bank of China. (7) Incubated enterprises enjoy various state and autonomous region support policies for small and micro enterprises in accordance with regulations, and enjoy relevant tax preferential policies in accordance with the provisions of Caishui [2014] No. 39.
