(1) Strictly control large-scale demolition. Except for illegal buildings and those identified as dangerous buildings, existing buildings will not be demolished on a large scale or in large areas. In principle, the demolished building area within the renewal unit (area) or project in the old city should not exceed 20% of the total existing building area. Encourage small-scale, gradual organic renewal and micro-renovation, and advocate classified and prudent disposal of existing buildings. Except for illegal buildings and houses that have been identified as dangerous by professional organizations and have no value for repair and preservation, other existing buildings should be mainly retained, repaired and reinforced, facilities and equipment should be improved, energy conservation levels should be improved, and existing resources should be fully utilized. For buildings to be demolished, evaluation and demonstration should be strengthened, opinions should be solicited publicly, relevant regulations should be strictly observed and approval procedures should be performed.
(2) Strictly control large-scale additions. (4) Ensure stable supply and demand in the housing rental market. The large-scale and short-term demolition of urban villages and other contiguous old urban areas will lead to an imbalance between supply and demand in the housing rental market, exacerbating the difficulty of renting housing for new citizens and low-income people in need. Encourage the steady implementation of the transformation of urban villages, improve public services and infrastructure, improve the public environment, eliminate safety hazards, synchronize the construction of low- to medium-priced, small and medium-sized long-term rental housing, and coordinate the solution for new citizens, low-income residents Regarding the issue of rental housing for key groups such as people in need, the annual increase in housing rents shall not exceed 5%.
2. Insist on retaining as much as possible and make every effort to maintain the memory of the city
(5) Retain and utilize existing buildings. Do not arbitrarily demolish or relocate historical buildings and old buildings with protective value, and do not let them fall into disrepair, be repaired instead of being used, or be left idle at will. For areas where urban renewal is planned, surveys and assessments must be carried out, the conditions of existing buildings must be sorted out and evaluated, and a list of buildings that should be protected must be clarified. Areas where surveys and assessments have not been carried out, and special work on the delineation of historical and cultural blocks and the identification of historical buildings have not been completed shall not be considered. Urban renewal should be implemented. Support the strengthening of the renovation, repair and utilization of old buildings such as old factories without changing the nature and ownership of land use or reducing fire safety and other safety levels.
(6) Maintain the scale of the old city pattern. Do not destroy the traditional pattern and texture of streets and lanes, do not straighten or widen roads at will, and prohibit the construction of large roads or large squares.
Encourage the use of embroidery techniques to repair and update old residential areas, old factories, old commercial areas, etc., rationally control building heights, and retain the distinctive spatial pattern and texture of the old city to the maximum extent.
(7) Continue the city’s unique features.
