The state encourages scientific research institutions and universities to support their scientific and technological personnel to engage in industry-university-research cooperation and scientific and technological achievement transformation activities in small and medium-sized enterprises in the form of part-time work, temporary employment, participation in project cooperation, etc., and receive corresponding remuneration in accordance with relevant national regulations. Those who have returned from studying abroad, professional technicians and technicians (including corresponding professional qualifications) and above with intermediate professional and technical positions (including corresponding professional qualifications) and above can settle down directly. Those with a college degree or below can settle in directly as long as they are no more than 40 years old (inclusive), and those with a bachelor's degree as long as they are no more than 45 years old (inclusive).
