The meeting summarized the achievements and experiences in the development of my country's software industry since the "10th Five-Year Plan", analyzed the situation faced by the development of my country's software industry, and deployed the tasks for the development of my country's software industry during the "11th Five-Year Plan" and in 2007. Lou Qinjian pointed out in his speech that the software industry is a strategic industry that the country prioritizes for development, and it is necessary to fully understand its impact on economic and social development, innovation It plays a leading and strategic role in the construction of a model nation and the construction of a harmonious society, and takes the intellectual property rights of software core technologies as a breakthrough to enhance the overall competitiveness of the information industry. He particularly emphasized the need to understand China's software industry from the "three heights".

First of all, we must understand the software industry from the perspective of globalization. We must have a deep understanding of the dominance and pioneering nature of software in the process of promoting globalization and its strategic position in future competition. He said that in the landscape of global competition, if we do not pay attention to the development of software technology, then we may be in a passive position. We cannot simply talk about software in terms of software, but should look at our country in the context of internationalization. The software industry plays a pillar role in my country's national economy.

Second, we must understand the software industry from the perspective of the information industry. The software industry is a basic industry and a pillar industry that supports the construction and development of the information society. The trend of integration and penetration of information technology and other technologies is increasingly obvious. Software is an important factor in strengthening the application of information technology in traditional industries and improving the level of informatization in various fields. Scaffolds play a decisive role in information construction.

Third, we must understand the software industry from the perspective of building an innovative country and a harmonious society. Lou Qinjian pointed out that software is a key area for breakthroughs in independent innovation.

Continuously cultivate new software growth points

From the international situation, in recent years, the structural adjustment of the software industry is gradually upgrading, and many new trends have emerged in the software industry. The transfer of high-level, low-cost knowledge-based software industries to developing countries is accelerating. From the perspective of the industry itself, this has brought great development opportunities to Chinese software. Lou Qinjian emphasized that my country’s software industry should seize these opportunities.

Lou Qinjian also pointed out that the overall strength of China's software industry is still small and will still face greater competitive pressure in the future. He said that uncertain factors affecting the development of the software industry are also increasing, and the dominant position of multinational companies in global industrial competition is still obvious, which brings great challenges to improving the core competitiveness of my country's software industry. In addition, some developing countries have also begun to attach importance to the development of the software industry and have intensified competition in undertaking international software industry transfers. This is also a challenge for us.

As for how China's software industry will develop in the future, Lou Qinjian said that the Ministry of Information Industry has currently formulated the "Eleventh Five-Year Plan for the Software and Information Services Industry" (hereinafter referred to as the "Special Plan"), " "Special Plan" clearly puts forward the development goals of my country's software and information services industry in the next five years. Domestic market sales will continue to grow at a rate of about 30% and will exceed the 1 trillion yuan mark by 2010; exports will reach 28 It will continue to grow at a rate of about % and will reach US$12.5 billion by 2010. During the meeting, the Ministry of Information Industry, the Ministry of Commerce and the Ministry of Science and Technology jointly held the "China Service Outsourcing Base City" licensing ceremony and the signing ceremony of the service outsourcing base construction agreement. Beijing, Tianjin, Nanjing, Six cities, Wuhan, Jinan and Hangzhou, were identified as the second batch of base cities. Up to now, 11 cities in my country have been recognized as service outsourcing base cities.

The report pointed out that there are six outstanding problems in the current development of my country's software industry, and also pointed out eight key tasks for the next step of my country's software industry.

The six outstanding problems are:

1. The implementation of national strategies failed to form a synergy, and the implementation of some existing important industrial policies has not been fully implemented.

2. The industrial structure needs to be further optimized. Software products and services are basically at the low end of the industrial chain, and the economic benefits are very low.

3. Independent innovation is not strong and there is a lack of leading enterprises that can compete with large multinational companies. The core competitiveness of the industry needs to be improved urgently.

4. The contradiction between the huge potential market for software and the small actual market is very prominent, and the scale of actual demand cannot support the rapid development of the software industry.

5. The structural contradictions of software talents are prominent, and the talent training model still needs to be improved.

6. The support capacity of the public *** technology platform needs to be further strengthened, and the service system needs to be improved.

The eight key tasks are:

1. Actively promote the legalization of software industry policies, strengthen the publicity and implementation of the "11th Five-Year Plan", and further create a good environment conducive to industry development .

2. Seriously organize and implement major national science and technology projects related to software, and concentrate on breaking through some core technologies that restrict industrial development.

3. Promote collaboration in the software and hardware industry chain and vigorously develop embedded software.

Fourth, build the overall brand of Chinese software and accelerate the development of software and information service outsourcing.

5. Strengthen the integration of industry and application, standardize the application market, and cultivate large application software companies.

6. Enhance the aggregation effect of the national software industry base, national software export base, software and service outsourcing base cities, etc., to drive the sound and rapid development of the software industry.

7. Accelerate the construction of public service technology platforms, strengthen the role of intermediary organizations such as industry associations, and establish a fully functional public service system.
