From now on, all key places and residential quarters in the whole region, such as offices, medical institutions, pharmacies, traffic stations, public transport vehicles, hotels, shopping malls and supermarkets, markets, financial institutions, tourist attractions, amusement places, indoor closed cultural and entertainment places, should carry out health code and COVID-19 vaccination certificate inspection for those who enter according to the requirements of "who is responsible for the operation" and "who is responsible for the management". Among them, all kinds of nursing homes, welfare homes, primary schools, kindergartens and other places where susceptible people gather should restrict the entry of school-age people who have not been vaccinated with COVID-19 vaccine; Other places, it is necessary to persuade school-age people who have not been vaccinated with COVID-19 vaccine not to enter. If it is really necessary to enter, it is necessary to verify the registration information, or hold a certificate of vaccination contraindication issued by a medical institution above the second level.

All streets should strictly implement the territorial responsibility, arrange special personnel to be responsible, and collect and summarize the relevant information of verification and registration of various key places and residential quarters every day. On the premise of ensuring information security, we will organize grassroots party member cadres and grid administrators to follow up in time and accurately do a good job in policy interpretation, publicity and vaccination services, so as to ensure that people of school age who have no contraindications to vaccination "should take over everything". Units that do not strictly implement the requirements of the "certificate code" joint investigation and fail to effectively fulfill their prevention and control responsibilities should be severely investigated and exposed, and if the circumstances are serious, they should be ordered to stop production and suspend business for rectification.
third, strengthen the guidance of party member cadres. Party member cadres of party and government organs, enterprises and institutions at all levels in the whole region should give full play to their exemplary leading role, and should realize "all connections should be made" and "quick connections can be made" unless there are contraindications. Those who have not been vaccinated with COVID-19 vaccine should complete the first dose of vaccination before September 1th. If there is no contraindication to vaccination but COVID-19 vaccination has not been completed, in principle, it will not be arranged to participate in important meetings, official receptions and business training activities organized by party and government organs, enterprises and institutions at all levels.
fourth, promote vaccination in the field of education. The new semester is just around the corner. Schools of all levels and types in the whole region should complete a thorough investigation of the vaccination situation of all staff and students within one week after the start of school. For school-age personnel who have no contraindications but have not been vaccinated with COVID-19 vaccine, the school will organize them to complete the first dose of vaccination before September 1th. After the start of school, we should carefully check the vaccination records of school-age students and family members. For teachers who have no contraindications to vaccination but have not completed COVID-19 vaccination, in principle, no first-line teaching posts will be arranged; What has been arranged should be adjusted as soon as possible.

Party and government organs, enterprises, institutions and market operators at all levels in the region should earnestly assume the main responsibility, actively mobilize cadres and workers to be vaccinated with COVID-19 vaccine, and ensure that all personnel without contraindications are vaccinated before September 1th. Among them, employees in transportation, medical institutions, catering units, hotels, shopping malls and supermarkets, express delivery, tourist attractions, sanitation and cleaning, domestic service and other service industries, as well as employees in crowded places, storage, processing and sales of imported goods, can only take up their posts after completing COVID-19 vaccination. The staff who have not been vaccinated with COVID-19 vaccine and may affect the epidemic prevention and control should adjust their posts in time. Departments in charge of various industries should earnestly fulfill their industry supervision responsibilities and make every effort to promote the implementation of the work of "taking all the jobs" in the industry.
VI. Investigate the responsibility for serious prevention and control. For those who have not been vaccinated with COVID-19 vaccine and caused the COVID-19 epidemic, they should be investigated for relevant responsibilities according to laws and regulations, and the expenses such as hospitalization and nucleic acid detection arising therefrom should be borne by individuals. The expenses incurred during the period of isolated medical observation for those who come to the workshop and return to the workshop, close contacts and sub-close contacts in high-risk areas of domestic epidemic without COVID-19 vaccine shall be borne by individuals.
