Promoting the reduction of construction waste is an important content of the construction waste management system and an important measure to save resources and protect the environment. In order to do a good job in the reduction of construction waste and promote the transformation and upgrading of green construction and construction industry, the following opinions are put forward:
1. Overall requirements
(1) Guiding ideology.
thoroughly implement the new development concept, establish and improve the working mechanism of construction waste reduction, strengthen the source control of construction waste, promote the transformation of production organization mode of engineering construction, effectively reduce the generation and discharge of construction waste during engineering construction, and continuously promote the sustainable development of engineering construction and the improvement of urban and rural living environment.
(2) Basic principles.
1. Overall planning, source reduction. Coordinate the planning, design and construction stages of the project, prevent and reduce the generation of construction waste from the source, and effectively reduce the emission of construction waste during the whole life cycle of the project.
2. adjust measures to local conditions and promote it systematically. According to the specific requirements of various localities and the actual situation of engineering projects, we will integrate resources, make plans and take multiple measures to systematically promote the reduction of construction waste.
3. innovation-driven, fine management. Promote the innovation of construction waste reduction technology and management, implement refined design and construction, and realize the classified control and reuse of construction waste on the construction site.
(3) work objectives.

By the end of 225, the working mechanism of reducing construction waste in various regions will be further improved, and the emission of construction waste (excluding engineering dregs and engineering mud) in new construction sites will be no more than 3 tons per 1, square meters, and that of construction waste (excluding engineering dregs and engineering mud) in assembled construction sites will be no more than 2 tons per 1, square meters.
second, the main measures
(a) to carry out green planning.
1. Implement corporate responsibility. According to the principle of "who produces, who is responsible", the primary responsibility for reducing the construction waste of the construction unit is implemented. The construction unit shall incorporate the construction waste reduction targets and measures into the bidding documents and contract texts, and incorporate the construction waste reduction measures into the project budget, and supervise the design, construction and supervision units to implement them.
2. Implement new construction methods. Vigorously develop prefabricated buildings, actively promote steel structure prefabricated houses, and promote the construction mode of factory prefabrication, assembly construction and information management. Encourage innovative design, construction technology and equipment, give priority to green building materials, implement full decoration delivery, and reduce the generation of construction waste at the construction site. Under the leadership of the construction unit, promote the application of building information model (BIM) and other technologies in engineering design and construction, reduce the "mistakes and omissions" in design, assist the construction site management and improve the utilization rate of resources.
3. adopt a new organizational model. Promote the reform of the organization mode of engineering construction, guide the construction unit to carry out general contracting and whole-process engineering consultation in engineering projects, promote the architect responsibility system, strengthen the deep coordination between design and construction, and build an organization mode conducive to promoting the reduction of construction waste.
(2) Implement green design.
4. Establish the concept of life cycle. Overall consideration is given to the durability and sustainability of the whole life cycle of the project, and design units are encouraged to adopt high-strength, high-performance, high-durability and recyclable materials and advanced and applicable technical systems to carry out engineering design. According to the principle of "modular unification and modular coordination", we will promote the standardization of functional modules and parts and components, and reduce irregular and non-standard parts and components. For reconstruction and expansion projects, encourage the full use of the original structure and the original mechanical and electrical equipment that meet the requirements.
5. Improve the design quality. The design unit should reasonably determine the site elevation according to the topography, carry out earthwork balance demonstration, and reduce the transportation of muck. Choose a suitable structural system to reduce the irregularity of building shape. Advocate the integrated collaborative design of architecture, structure, electromechanical, decoration and landscape, ensure the design depth to meet the construction needs, and reduce the design changes in the construction process.
(3) Promote green construction.
6. Prepare special programs. The construction unit shall organize the preparation of a special plan for the reduction of construction waste on the construction site, clarify the reduction objectives and division of responsibilities of construction waste, and put forward specific measures for source reduction, classified management, on-site disposal and emission control.
7. deepen the design and optimize the construction organization. The construction unit should combine the engineering processing, transportation, installation scheme and construction technology requirements, and refine the node structure and specific practices. Optimize the construction organization design, reasonably determine the construction process, implement digital processing and information management, realize accurate blanking and fine management, and reduce the loss rate of building materials.
8. Strengthen construction quality control. Construction, supervision and other units should strictly control the quality of materials and equipment entering the site according to the design requirements, strictly control the construction quality, strengthen the quality control of each process, and reduce rework or repair caused by quality problems. Strengthen the protection of finished products of completed projects to avoid secondary damage.
9. Improve the reuse rate of temporary facilities and reusable materials. Standardized facilities with high reuse rate are widely used in office buildings, dormitories, enclosures, gates, tool sheds and safety protective railings on the construction site. Encourage the use of tool scaffolding and formwork support system, and promote the application of turnover materials such as aluminum formwork, metal protective net, metal channel plate and assembled road plate. Encourage the construction unit to co-ordinate the deployment of temporary facilities and turnover materials within a certain area.
1. Promote the combined use of temporary facilities and permanent facilities. The construction unit should give full consideration to the combination and utilization of construction fire-fighting risers, fire-fighting pools, lighting lines, roads, enclosures and other permanent facilities, so as to reduce the construction waste generated by the removal of temporary facilities.
11. Implement classified management of construction waste. The construction unit shall establish a management system for classified collection and storage of construction waste, and implement classified collection, classified storage and classified disposal. Encourage the detailed classification of construction waste based on terminal disposal. It is forbidden to mix hazardous waste and domestic garbage into construction waste.
12. guide the reuse of construction waste at the construction site. Construction units should make full use of concrete, steel bars, templates, perlite insulation materials and other surplus materials, and process them into various engineering materials according to actual needs under the premise of meeting quality requirements, and implement recycling. If the construction site does not have the conditions for local use, it should be transported to the construction waste disposal site in time for resource disposal and reuse.
13. reduce the construction waste discharge at the construction site. The construction unit shall make real-time statistics and monitor the output of construction waste, and take timely targeted measures to reduce the emission of construction waste. Encourage the use of on-site sediment separation, mud dehydration pretreatment and other processes to reduce the discharge of engineering muck and mud.
III. Organizational guarantee
(1) Strengthen overall management. Provincial housing and urban and rural construction departments should improve the working mechanism and policies and measures for the reduction of construction waste, and incorporate the reduction of construction waste into the local green development and ecological civilization construction system. Local environmental sanitation departments at all levels should establish and improve the construction waste treatment system as a whole, further strengthen the management of construction waste collection, transportation, resource utilization and disposal, and promote the improvement of construction waste treatment capacity.
(2) actively guide and support. Local housing and urban and rural construction departments at all levels should encourage innovation in construction waste reduction technology and management, and support the rapid transformation and application of innovation results. Determine the emission limit of construction waste, and establish corresponding incentive mechanism for projects with less or zero emissions.
(3) Improve the standard system. Provincial departments in charge of housing and urban and rural construction should speed up the formulation and improvement of relevant standards for the classification, collection, statistics, disposal and recycling of construction waste on the construction site, and provide technical support for the reduction work.
(4) Strengthen supervision and guidance. Local housing and urban and rural construction departments at all levels should incorporate the reduction of construction waste into the content of civilized construction, and encourage the establishment of a publicity system for construction waste emissions at the construction site. Implement the guidance manual for construction waste reduction, carry out demonstration and guidance of construction waste reduction projects, and promote the exchange of experience in construction waste reduction.
(5) increase publicity. Local housing and urban and rural construction departments at all levels should give full play to the role of public opinion guidance and media supervision, widely publicize the importance of construction waste reduction, popularize the basic knowledge of construction waste reduction and on-site reuse, and enhance the awareness of resource conservation and environmental protection of participating units and personnel.
