2. Promoting the employment of key groups. Mainly to support the employment of college graduates in Guangzhou, promote the local employment of migrant workers, and promote the high-quality employment of retired soldiers;

3. Strengthen the employment service of enterprises. Mainly to continue to promote the protection of enterprise employment services, establish a human resources cooperation mechanism, and implement skills upgrading actions;

4. implement the five supporting policies. Including "three kilometers" full employment community awards, "three kilometers" employment circle employment subsidies, vocational skills training subsidies, phased employment subsidies and the establishment of employment risk reserves.

the state encourages all kinds of enterprises to create more jobs by establishing industries or expanding their operations within the scope prescribed by laws and regulations.

the state encourages the development of labor-intensive industries and service industries, supports small and medium-sized enterprises, and increases employment through various channels and ways.

the state encourages, supports and guides the development of the non-public sector of the economy, and expands employment and posts.

article 15

the state implements a fiscal policy conducive to promoting employment, increases capital investment, improves the employment environment and expands employment.

the people's governments at or above the county level shall, according to the employment situation and employment objectives, arrange special funds for employment in the financial budget to promote employment.

The special funds for employment are used for subsidies for job introduction, vocational training, public welfare posts, vocational skill appraisal, specific employment policies and social insurance, interest subsidies for small loan guarantee funds and small-profit projects, and employment support services for the public. Measures for the administration of the use of special employment funds shall be formulated by the financial department and the labor administrative department of the State Council.
