The functions are:

Implement the education of the party and the state Guidelines, policies, laws and regulations, and draft local education regulations and government regulations.

Study and formulate the city's education reform and development plan and various plans, and propose the focus, scale, speed and steps of education development; conduct macro management, guidance, coordination, supervision and inspection of education plans and annual plans.

Comprehensively manage and guide the city’s early childhood education, basic education, vocational and technical education, teacher education, adult education, special education, radio and television education, local higher education, and social forces; manage directly affiliated schools (units) .

Responsible for the review or approval of the establishment, adjustment, and cancellation of various types of schools at all levels in the city, as well as their development scale, academic system, and professional settings according to management authority.

Coordinate and manage education funds; participate in the formulation of education fund raising and management policies; be responsible for the preparation of education infrastructure plans and annual plans for teaching equipment; monitor the raising and use of education funds in the city; manage directly affiliated schools (units) education funds; responsible for the city’s educational statistical surveys and management and services of statistical information; responsible for the administrative supervision of the city’s education system and the audit of education funds according to management authority.
